Only waters open to ALL public fishing will be considered tournament waters. EASTERN BOUNDARY - MOSES SAUNDERS POWER DAM. Locking is NOT permitted. You cannot lock through the Eisenhower Lock at Massena, NY. Off-Limits: Standard off limits as defined in Rule #14 of the Official 2021 Tackle Warehouse Pro Circuit Rules plus plus all area inside the no-wake buoys at the weigh-in area.
